Ontario's New Police Complaints System - Deatils and Documents

Ontario has a new police complaints system:
In April 2006, Ontario’s government introduce Bill 103: An Act to establish an Independent Police Review Director and create a new public complaints process by amending the Police Services Act. Among other things, Bill 103 created the position of Independent Police Review Director (IPRD) to administer police complaints in Ontario (something previously done by police services across the province).

On May 17, 2007 Bill 103 received Royal Assent and became an Act of government. Mr. Gerry McNeilly was hired as the province’s first Independent Police Review Director IPRD in late April 2008. The Office of the Independent Police Review Director (OIPRD) has been working to develop the systems and infrastructure for the new system, as well as the regulations and/or rules that will determine how the complaints system is carried out. This process included consultations with a range of stakeholders and in June 2009 the OIPRD’s proposed procedural rules for the new system were publicly posted for comment. 


The Office of the Independent Police Review Director (OIPRD) opened its doors on October 19, 2009.  This is an arms-length agency of the Ontario Ministry of the Attorney General that accepts, processes and oversees the investigation of public complaints against police and is accountable to the Attorney General. The intent of this office is that it is independent, impartial and separate from the government, the police and the community. The mandate of the OIPRD also includes addressing systemic issues within police services identified through the police complaints system, conducting audits to make sure that the system is effective and educating the public about the police complaints system and how it works.
