The CEAPC Demonstration Project

The CEAPC Demonstration Project (2005 – 2007) delivered community-based education and police complaint intake. It provided support such as translation and legal education to individuals filing a complaint. It also provided opportunities for community members to learn about their rights in dealing with police and the justice system via workshops, divisional orientations that brought together police and communities, and multilingual brochures.

CEAPC showed that community-based complaint intake works and is particularly beneficial for people who are marginalized due to income level, race, culture, neighbourhood, literacy, newcomer status and other factors. It also demonstrated that trust is built when police and communities come together with a shared goal. The heightened stability that follows from this has social and economic implications for neighbourhoods and cities.
